As a public housing authority, OHA is bound by Federal laws. The Procurement Department operates in accordance with these laws as follows:
Micro Purchases below $10,000
Only one quotation needs to be solicited if the price received is considered reasonable. Such purchases must be distributed equitably among qualified sources.
Small Purchases over $10,000 but not exceeding $250,000
The purchasing staff will issue a scope of work or list of items required and will solicit a minimum of three written quotes.
Formal Purchases:
Formal Purchasing procedures are conducted for purchases exceeding $250,000 by either sealed bids or competitive proposals and publicly advertised
- Sealed Bids / Invitation for Bid (IFB) or Competitive Proposal / Request for Proposal (RFP) or Request for Qualifications (RFQ)
- IFB – Awarded based on the lowest price from a responsive and responsible bidder.
- RFP- Contract awarded to the responsible and responsive firm whose qualifications, price and other factors are the most advantageous to the Authority.
- RFQ- Request for Qualifications for Architect Selection based on qualifications only. Price is part of contract negotiations and not included as part of RFQ.
