Programs & Services

Family Self-Sufficiency (FSS) Program

FSS coordinators collaborate with public and private agencies, assisting program participants as they work to obtain self-sufficiency through goal-setting and economic independence. Together with their assigned coordinators, residents establish an individualized training and services plan (ITSP) while working to accrue savings in a PHA-established escrow account. Participants can be any adult member of the household (Head of FSS Family) as designated by the family. The head of FSS family will sign a Contract of Participation (CoP). There is only one Contract of Participation per family.

Bridges to Homeownership Program

The Housing Choice Voucher (HCV) homeownership program allows families who are assisted under the HCV program to use their voucher to buy a home and receive monthly assistance in meeting homeownership expenses.

Resident Opportunities & Self-Sufficiency (ROSS) Program

ROSS connects public housing residents to supportive services, resident empowerment activities and educational opportunities that promote economic self-sufficiency. Unlike FSS, this program does not require a Contract of Participation, nor is it tied to an escrow savings account.

Youth Services

Our youth services program provides enrichment activities and educational opportunities to our youngest housing residents. By focusing on academic, social and life skills, coordinators support youth and their families in maintaining healthy lifestyles while striving to reach and exceed their potential.

Senior & Disabled Services

OHA’s Senior and Disabled Services Coordinator provides supportive and referral services designed to assist OHA’s elderly and disabled resident population age independently and in-place, with a focus on wellness and community engagement.
