For Current HCV Residents –
Effective January 1, 2025, the U.S. Department of Housing and Urban Development (HUD) requires Omaha Housing Authority (OHA) to implement Small Area Fair Market Rent (SAFMR) payment standards.
SAFMRs are Fair Market Rent (FMRs) calculated at the ZIP code level rather than for the entire metropolitan area. SAFMRs allow for payment standards to be established that more accurately reflect the local market and are intended to provide families with more access to low-poverty, high-opportunity areas.
Payment standards determine how much assistance OHA can make in Housing Assistance Payments (HAPs) on behalf of program participants.
In some ZIP codes, the payment standard may decrease.
OHA has adopted a “Hold Harmless” policy concerning a decrease in payment standards for HCV participants. This means that OHA will use the payment standard in effect prior to the decrease when determining your family’s assistance as long as the family continues to reside in the assisted unit.
